Comparative Billing Reports (CBR)
CMS issued national Physical Therapist Comparative Billing Reports (CBR) via fax in November 2015. The CBRs, produced by contractor eGlobalTech, focus on selected private practice physical therapy providers and contain data comparing the providers’ billing and payment patterns to those of their peers in their state and across the nation. The following procedure codes are included: 97001, 97035, 97110, 97112, 97140 and G0283. The tracked metrics include the rate the codes are submitted with a KX modifier, the average number of minutes of therapy billed per visit and the average allowed charges per beneficiary. The reports use a 15-minute unit as the standard as opposed to the 8-minute minimum. These reports are only accessible to the providers who receive them. They are not publicly available; however, the data is available to CMS auditors. No information is available as to how the specific providers were chosen.
Providers are advised to update their fax numbers in the Medicare Provider Enrollment, Chain and Ownership System (PECOS) because faxing is the default method for disseminating CBRs. Providers should contact the CBR Support Help Desk at 800-771-4430 or CBRsupport@eglobaltech.com if they prefer to receive CBRs through the U.S. Postal Service.
